But what story would it tell?
In any event, series spin-offs from films never work, and they never get the same actors (think Planet of the Apes - the spin-off from the original films)
... well, on reflection, that was a pretty rash statement, and I'm sure I'll be proved wrong ...

Erm, I don't think that would be a good idea. The story would have no place to go unless they made a series about the children of the fellowship maybe?

Well Sauce Pan Man, M*A*S*H, one of the most succesfull TV-series' ever, was actually a spin-off from the movie by the same name! See, you're proved wrong - happy now?

Silmaril

I think it would be fun if they made a TV movie of The Silmarillion, but I don't think that a spin-off of LOTR would work. Plus, I highly doubt that any of the actors would do it.
Well, maybe they could get Figwit

Ring

Yeah, the special effects and the sets would probably be terrible, maybe they could have had a series before the film, but not after.

Silmaril

Nah, I wouldn't really care to see a LOTR series. Though I wish that P.J. would turn Tolkien's book The Silmarillion into a movie. That would be the greatest.
