Shelob came to her Lair before Sauron and before the first stone of Barad-dur. She was known to dig new tunnels around any roadblocks the local orcs would put up, but her Lair was in tunnels that were obviously carved by the hands of Men or Elves. Barad-dur was erected around S.A. 1600 and Minas Ithil around S.A. 3200 (I'm not sure of these dates). So what were these tunnels and who made them?
