Eel is correct. Venerated is being used in the technical sense here. And there is more to the cryptic clue.

You've actually interpreted both of those parts of the clue correctly, but the answer isn't right (and doesn't strictly contain CELEB, because Sindarin).

Ah, I thought of Elfstan but thought I'd already guessed Elfstone and not been told I was close.

And I had. But for a different clue.

And I hadn't worked out what 'indefinitely' meant. Very clever!

3. RANA certainly gleams, but I'm not sure its name does. And is it technically 'beyond the circle(s)' of the world?

I was looking for something beginning with RAM for the beast, but no luck there.

Unfortunately I am not, and am still stuck for the moment.

However, I am going to try this clue:

and guess ALATIRIEL, because:

a) It is certainly a 'gleaming' name - 'maiden crowned with a garland of radiance.'
b) It has TIE for 'lace.'
c) Errrrrr……
d) Ala is Quenya for plaice (the word for chips appears in the same song - it's Celeborn's favourite dish).

Ada manta it is (and as it happens, they are all people; the theme requires it). I didn't wind up using any of the other jewel-named Hobbits, but I was very glad to have them available.

ODOVACAR - A Proudfoot, vacant but cut short by one and a bit, is wealthy.
URUNDIL - I hear you run before a herb, copper.
3. R - A beast beyond the circle? I'm uncertain it's inscribed.
4. N - Lend one ear to the shortest war, briefly and back, with a signet.
