Biography: One of the Maiar of Melkor, Fhor was created to serve one purpose- to help Morgoth build his army of Orcs. The Hunter, elves called him, and those elves that Fhor captured were corrupted by Morgoth to form the race of Orcs. For many years, Fhor plagued the newly born elves at Cuivienen. Then, with the coming of the Valar to make war upon his master, Fhor returned to Utumo, where he suffered one of his greatest defeats alongside his master. In the end, Fhor was all but dead, and the guise of the Hunter was destroyed. For many years his spirit lived on and, with the return of Morgoth, he made his way to Angband and slowly created for himself a new vessel. This one was of a large creature, armored in black steel. With the return of Fëanor, Morgoth sent out Orcs to attack them in Mithrim. The Orcs failed and Fëanor soon brought war to Angband. There Fhor found himself again in the midst of battle, slaying the elves he had once been forbidden to kill. Upon the end of the battle, he had learned two things. One, that he enjoyed killing, and two, that he would need a weapon. So he forged himself a great sword, and held it in a single hand. He perceived then that he wanted two swords, not one. So he forged a twin sword to the first, and the feel of them both in his hands made him feel stronger than ever before. So for many years and many battles, he fought, enjoying the strength of the swords. And Fhor fought beside his master many times, and defended Morgoth as best he could. After the Dagor Bragollach and the ruination of the Ard-galen, and the creation of the Anfauglith, Morgoth granted to Fhor a tower upon the Gasping Dust, upon Anfauglith. And that tower, Minas Atmegil- the Tower of the Twin Swords, would be the home of Fhor for most of that age. Then, just before the destruction of Bereliand, Fhor was mortally wounded and he was forced fled to the far south, to the lands south of Umbar and Harad, to a dark and quiet land where he dwelt for the next age. In the year TA 1943, Fhor awoke again, and traveled north to Harad, where he was considered a deity. He fought at The Battle of the Camp, and slew one of Ondoher’s sons. For many years he fought amid the Wainriders and Haradrim, until he perceived a great power was rising farther north, and he traveled there to join with it. Fhor learned there that it was none other than Sauron, a servant of Morgoth himself. Since then, Fhor has fought in Sauron’s army, and made war against the lands of Gondor.

In other words, there is no Hunter in the books, unless you mean Orome, or one of Feanor's sons.
Any other information is misleading and superfluous to give.

Pio, do not heed the lies of Morgoth!
The Hunter that was feared by the elves of Cuivenen was Orome himself.
In an attempt to distance the Firstborn from the Valar, Melkor spread rumours among them that the Hunter was evil and sinister, and that the disappearances of elves was his doing. Of course, it was Melkor himself stealing the elves, and twisting them into Orcs...

The silm mentions something like 'it's unknown wether the Hunter was a servant of Melkor or tales to make the Elves fear Orome when he found them'

according to the complete guide to middle earth: Hunter : The Rider (q.v.).
Rider : The dark, mysterious mounted figure who captured Elves who strayed from Cuivienen. The Rider was probably Melkor, who needed to capture Elves so that he could breed them into Orcs; he probably appeared in this form to resemble Orome and thus alienate the Elves from Valinor.

It is safe to say that the Hunter, is the elves name for Orome... when they had been poisoned against him by Morgoth.
