Hmmm.. I'm really not sure what Carn dum is but no one has posted in a while so, chief city? How about Minas Tirith, the tower of the guard. Is the home town of Boromir and Faramir. Has 7 levels.

Originally built upon a shoulder of the Mountains of Shadow as a threat to Mordor, Minas Ithil later became infamously known as Minas Morgul.
