Perhaps it will help if I divide the clue up?

If you want to play | shortly pay | in | (what) [sounds like a dour | frozen world | with a different note.]

Each |section| should be considered separately, while the third section in the [square brackets] refers back to the combination of the other two. 'What' is just a linking word.

Tol-in-Gaurhoth? On the basis that it has a short "toll", "in", and "Hoth"? It was Hoth that did it.

Correct on every point; and you play there.

TOL-IN-GAURHOTH - If you want to play, shortly pay in what sounds like a dour, frozen world with a different note.
ORTHANC - Alternately, it's ok, thank the Sea for the toothed summit.
WEATHERTOP - It doesn't matter... or bottom, don't light any fires.
ELOSTIRION - If you hear a greeting (or more than one) before the Elvish city, look to the west.
BARAD-DUR - It's bad, but you need Marie's bane inside - duh, pretty much. Take a third of what one founded.

This one is a little weird in format, because I had an idea (and they don't lead you anywhere good). But the clues are not made to be difficult, on the contrary I think you'll get them fairly quickly. There's no direct theme, so instead the password gets a title:

1. Long-lost cousin appears near Henderson & McClellan, Aurora, Ontario, Canada
2. Monster's dwelling. Note her.
3. Men of Light almost in New Zealand (and throughout the world, really)!

It is that weird thing indeed. And you look into the "ear" (medically vague term) with it. But you can see something a teeeny bit more specific that would give you a different answer. You would know this term, it's not an obscure bit of anatomy, but maybe a google search will help trigger the right association.

Speaking for myself, I have a wife, two small children, and shopping to do. At work, I can slack off...

(Also: at work I'm stuck in front of a computer anyway. At home, I have access to books and so forth.)

Like Hui - lots of Downs happens for me in breaks between lectures during the week. I think it's true for many Downers that they Downs during work/school hours, depending on the nature of their work.
