I have to agree with lindil.

Also, I think the reason why Galadriel did not take such an active role before the WR was probably for the same reason why the Istari were forbidden to do so too. To match power with power is taboo.

Furthermore, both the elves of Mirkwood and Lothlorien were decimated during the Battle of the Last Alliance. Both elven realms were only able to rebuild their strength by the end of the TA.

S.R. 1482 : Rose dies, Sam leaves Middle-earth as the last of the Ringbearers.
S.R. 1541 : King Elessar dies, Gimli and Legolas leave Middle-earth together and so ended the Fellowship of the Ring in Middle-earth.
Thus Gimli and Legolas is on the last boat to the West I believe.
