Though Groin may have gotten as far as Tharbad as he isn't responding... after all it's not that far away from the Downs.

Is it time to invoke the 10 day rule?

According to the official Rules for the Quiz Room (set down by Mister Underhill himself), section 3 states:

Whereas, "no new question has been asked following confirmation of a correct answer" [within 10 days], or
Whereas, "no response has been given by the question setter to the last answer" [within 10 days]:

Anyone may ask a new question on the topic.

(It should be noted as well, that "In addition, a thread may be considered stagnant if there has been no new post for 10 days or more")
