(Explanation: The third word could be "go" or "do" , so the first two almost had to be "we must", and "without" was obvious. Then I tried possible words for -o-- , and when I put in "hope" I recognized the quote, just had to look up the rest.

Oh, and if I remember rightly, this same quote has already been used as Palantir here some time ago(not by me), so it stuck in my mind.)
