You might also try following the order of the elements in the clue, because I always put things in the order they appear in the answer, unless there's an anagram indicator.

So HALE is right, but it needs a little scrambling. And something needs to go before it.

I think it does, and I think I know both the theme and the password.

If #4 is TELEPORNO...

... then the password is PARTNERS, the theme is married couples, and the remaining two answers are names of Aragorn and Rosie respectively.

(I'm kind of drawn to TELCONTAR for #6, since it includes most of 'train', but it's only most, and 'telco' looks tricky to get 'jealousy' from.)

Ah, 6 is A + ENVY + TRAIN = ENVINYATAR, 'the Renewer', or Aragorn at his most Jesusy.

7 starts with R, so looks like Rose or Rosie; 'Willow loses incentive' sounds like you remove will to get 'ow', but I can't for the life of me see a way from there to an answer.

OSIER - I = ROSE. (You lose the initial of 'incentive').

The fact that I ran TUOR backwards instead of using a different name and used SILVER-FOOT because Celebrindal did not fit was a big clue to the theme being partners ... and why would I do that if I were not trying to fit answers to a theme?

Frodo said 'The West has failed,' in the Tower of Cirith Ungol.

Others might have said it too, perhaps? Denethor, maybe? Saruman? Not sure.
