I have been re reading Two Towers and now i have this site to post on i may get this answered. Who was responsible for the pipe weed from the shire getting to Isenguard? The 1st thing that came to mind was Ole Merry Tom through Maggot maybe. I dont remember it ever being said. Its been years since ive read these so if im getting ahead of mysself asking this, just tell me to hush and keep reading.

The Sackville-Bagginses probably grew and sold it. It is most likely it was transported south by Saruman's network of half-orcs and thugs he had hanging around the Shire and Bree.

Right. Saruman had been sounding out hobbits to corrupt, and Lotho Sackville-Baggins became his prime contact in the Shire. The Sackville-Bagginses and the Bracegirdles already owned leaf plantations, so it was no problem for him to obtain it. Saruman provided the men and equipment for transportation.
