This is definatly harder than I thought...

another hint. The speaker of the quote was not part of the fellowship, but if it were not for him, then at least three of the nine (not including Boromir) would not be present at the end of the war.

Congrats Firondoiel it was Gwaihir. Gandalf was recounting his experience at Orthanc. Gwaihirs full quote was "They pay a tribute of horses, and send many yearly to Mordor, or so it is said; but they are not yet under the yoke."

So Erestor said it but Glorfindel had already declared it, but not in those words. smilies/wink.gif
