I'm kinda uncomforable starting a new topic here (this place is so BIG!!) but...
FotR only:

It was spoken to Gandalf by Elrond at the Counsil of Elrond when Gandalf is telling of his encounter with Saurman.

We just politely smile and point out that the usual policy is that the poser of the question has to first acknowledge that an answer is correct and then the person submitting the right answer has first option to ask another question. If an acknowledgement has not been posted for more than 7 days then it's fair game to anyone ...
