It seems to be what Tolkien was getting at by Frodo's view. Legolas admitted he didn't know what he hit. And even if it was a nazgul, he probably only hit the beast the ringwraith rode in on. He might have killed it, and might not have. If it was a ringwraith and he did hit him, he did not kill him. But why am I so critical of this? I have no clue. ???
