Excellent question chief!

Here is my take on it.
While the ring of fire was no trinket, it was an artifact of High-Elven stature.
The staff of the isari however seemed to contain an incarnating of the wizards powers as Maia, Think back on the reference of Gandalf 'collecting all five' as if then he would have all of the respective wizards power. And once saruman's is broken we never see him work w/ power. Only his voice is left as Gandalf warns.

So for whatever reason - it was so.
Their staffs were of an artifact of the Maia [if not infact created by the Valar] and so in essence superior to anything created solely by the elves in my opinion.

Wether another race [or even wizard] could do anything with one of them is another question [w/out answer I would say], as they may have been solely 'keyed' to their owners.

I will check on Ebay though to see if Radagast's or any of the blue's has shown up.
