The person least likely to have called Eowyn "Lady" would be Eomer, and I suppose he could be called lucky because of his indirect ascent to the throne and at least as hapy as the next guy in a very happy time. Of course, by this point, I've listed practically everyone Eowyn comes into prominent contact with at this stage of the story -- so if it isn't Eomer, I'm gonna drop it and feign dignity.
