I've never seen figurines, only "worthless toys" as you put it. Worthless indeed, I love putting them together, then adding the stickers and finally trying them out, realising they don't work and throwing them away.

When I was in Europe, I only bought one (I got a little Kangaroo). I had seen the figures on the internet before, but didn't realize that the eggs were connected to them in some way. I was also there in the summer, so they were not really doing the LOTR promotion at the time.

I think the reason that they don't have them in the U.S. is that they are edible eggs with toys in them. And in the U.S. that is considered a choaking hazard. But, yes, I have never seen them in a store here. They may be avaliable at specialty food stories, but I have only seen them in Europe.
