Apologies, Aragorn_Protector. As Susan guessed my riddle at the same time as I guessed yours, I simply thought I'd let her go ahead, and we could keep it to one at a time. Since, however, the thread is empty at the moment, and with the gracious permission of Miz. Delgado, I'll go ahead and post another one.

Tiptoes, but there's a loud sound,
You may think I'm white, but you'd be wrong.
Thunder charge, lightning speed,
Measure power by me.

What am I?
