Westron would be good to use for the hobrim's name. We needn't make his first name an actual Westron word - didn't Tolkien use common English to cover the Westron names for the most part. His last name could be more in keeping with an actual Westron word, eg., Kalinin (Merrywater). Are you thinking of Tarkil as sort of a clan name? Are you thinking 'Tar' as Westron referring to 'burrowing' or 'creeping through a hole'?
