The Barrow-Wight is a guest of Tom Bombadil.
Pipe

Cold beer in hand, Barrow-Wight wandered over to a table and sat down to enjoy the varied crowd gathered in the Dragon. The small Inn had stood for centuries in the small hamlet of Bywater, and for almost as long young storytellers had journied to it to try their hand at spinning a tale before an audience. But the Barrow-Wight was not in the mood for talking this night. He had come to Bywater to see what talent, new or old, showed up. On any given night there might appear at the Dragon a group of novice writers eager to join a game, or a solo character of many advertures wanting to share his or her own experiences with the onlookers.

Either way, the Wight expected to see some daring person ask to start one of the ‘seed’ stories.
