I think heroes are defined by their deeds, based on what was expected of them. For example, Gandalf didn't exceed the expectations of a Maia that much. One wouldn't expect anything less from him. Going on this i would have to say Sam based on him exceeding the expectations of a Hobbit in just about every way.
