I am not going to answer the first part concerning Sauron and the Necromancer, but I would like to address the Secret Fire and the Flame of Arnor.

The Secret Fire is a refernce back to the Valaquenta in the Silmarillion.

It seems to represent existence and creation. Little can be said of it for certain, though it seems to be identified with the Flame Imperishable of Ilúvatar.

Sauron had nothing to do with the Secret fire. It was Melkor/Morgoth who desired it. When Gandalf spoke of being the "Servant of the Secret Fire", it seems that he was stating the he was a servant of Eru Iluvatar
