But anyway, I'm fairly sure that it was never said straight out that Frodo would become super-powerful if he claimed the Ring for his own. Gandalf said at one point that only Sauron has the power to wield the One Ring. If we go by that, then Frodo shouldn't be able to wield it, and the Nazgul would have absolutely no reason to fear him.
