Yeah, somewhere it says that he (Legolas) lets his mind wander into the paths of Elven dreams. Not really sleeping, but just resting his mind, maybe like meditating. I think somewhere else he says something about just taking a walk in the garden would be enough rest for him.
I'm guessing it comes with the immortal body. Since elves don't die of old age or sickness, I wouldn't think that they could be very prone to getting tired all the time like mortals.
