It was the technology during the period it was made. It was reletively primitive, and if you add that to the low budget, you're not going to get that great of a film. But considering those obstacles I thought they did pretty good. And who cares if Boromir looks like a viking. In the Hobbit, the elf king of Mirkwood looked like a blue freak that Dr. Suess drew or something. And so what if Aragorn looked like an indian. In the Hobbit Smaug looked like meow's would have been coming out of his mouth rather than fire. I'm not going to compare it to RotK because that, well, is a few (hundred) steps down from these two movies.
