This picture is strange indeed. I cannot think of who it may be, or whether this person actually appears in Return of the King. My best guess is that it is Imrahil.<P>Edit: I realized that in your post you said that it was from The Two Towers. I think perhaps it is the person who was initially intended to play Eomer, though this is just a guess.
