Maybe I'm just weird, but the song represents a lot of different things to me, and one of them is sea-longing. So the surges in the volume reflect the surges of the sea, and the surges of sea-longing itself. I don't know if Frodo and Sam got sea-longing (I doubt it), but it would be a nice idea. The elves have it, anyway, and since going "Into the West" involves a sea-voyage, it makes sense.
