Controlling the Nine seemed to work pretty well, at least as far as the Kings and their minions were concerned. Controlling the Seven didn't seem to do much. At least there were no Dwarven Ring-Wraiths. So he had to physically take them back. The Three he never controlled, and never could lay hands on them. All in all, a lot of effort for mixed results. Well, if Sauron couldn't control the Three Rings the first time around, why would he be able to control, or defeat them, the second time around, that is if he did manage to get his One Ring back?
