Celeborn and Legolas did leave Middle Earth, but there was nothing said about Thranduil (at least I haven't heard).
There is a 'Dark Lord' in every age, but it seems our - the Seventh - has had more than its share.
Sauron's spirit could still be out there somewhere, turning a man or men to the path of evil. There's no telling when a new 'Dark Lord' will arise.
