I've only watched some of TTT EE behind the scenes beyond where the actors stop being on it, but isn't the something on there about how they did the sound effects?

Styrofoam was belived to be in short supply in the siege. And the paper was being saved for a drastic last minute plan involving evacuating the populance on paper aeroplanes. I do think it highly possible that they used thin Wattle and Daub walls (which were suitably lowish weight and could actually cause some damage) and merely painted them to look like large lumps of rubble, so as to fool the enemy.

I believe you are correct Lammoth. It is said that the architects did not plan the building of the city well, and they even ran out of Wattle & Daub by the 5th tier of Minas Tirith. They therefore had to continue building their glorious city using parts of the lower levels that weren't in camera shot, whatever a "camera shot" is...
