Finally - that was Mr Artaxerxes, in answer to Roverandom's plea to turn him (Roverandom) back to normal, for he (Artaxerxes) was too busy collecting his stuff and things - being just cast from the PAM office
 . The back-turning procedure thus was postponed till they 'got away from this' - i.e. the sea.
