The Woses, represented by Ghân-buri-Ghân? He is fat and not tall, and a Wild Man - not quite like the rest of Men of Middle-Earth. The only part I can't find a reference for is "in holes like rats."

That helps, but it still doesn't fit too neatly.

The Stoors are the broadest and heaviest (fattest), but the only mention of holes is made in reference to the Harfoots. Since it is said that all hobbits are inclined to be fat, I'm going to plunk for...

The Harfoots:

He is so fat - hobbitish, that's all (?)
Not big of height - "the Harfoots were... smaller, and shorter..."
Man but not quite - a hobbit, of course!
In holes like rats - "They... longest preserved their ancestral habit of living in tunnels and holes."
