I could see it going any of these three ways:
1. Sam reacts without thinking and bum rushes frodo, along with himself into the fire.
2. sam is dumbfounded, frodo leaves then gets mauled by the Nazgul, game over for ME. or
3. Sam hesitates, then reacts too late, Frodo slays him, Frodo realizes what he has done and what has become of him. Frodo throws himself and the ring into the fire.

All ways vary in degree of tragedy, yet all are indeed tragic.
