Had she been able to get it in without Merry's distraction, the Witch-King probably would have died anyway, but she was in no position to do so, fallen to the ground, in the direct line of fire. Anyway, on the logical side of things, what was the point of Merry's doing that at all, if it wouldn't have made a difference?
