If you believe someone else's culture is worth more than yours then your culture shouldn't be your culture, as your culture should be what you believe is best for you. Is that what you meant? In that case yes i believe he valued british culture over others.

He certainly believed that England was lessened by the many invasions and watering down of the peoples. I would say the Racism wasn't directed at people in current cultures, but it was directed at races of times past.
