Yes Phrim, I agree.
There were not enough Noldor left to have a king. Elrond was like the mayor a of a small city or village (Rivendel). It would have been ludicrous for him to claim kinghsip in that case. Imagine the mayor of your local town declaring himself king - he would be a laughing stock!
