It all comes down to ignorance. A lot of people think fantasy is either A)sick and perverted or B)fairy tales. It isn't!!!

Our library also doesn't like fantasy - they pulled LOTR and other such (classic) fantasy books off the shelves because parents complained. Yet we have a lot of romance novels and other such books that are more inappropriate. I guess if nasty stuff happens in "real life" it's considered OK, but if innocent stuff happens in Middle Earth, it's corrupt.
