I suppose because he never really thought Legolas was a very important character to the fellowship. I remember a quote(not exact I'm afraid) where he said,
"Of all the members of the fellowship, Legolas accomplishes the least." *shrugs* who knows? maybe for that reason, he felt he didn't need to give backround.
