I found the answer to my own question. The first quote from the Tow Towers in the road to isengard chapter. And the other i found with help from my atlas of middle earth book it was in unfinished tales in (of Silvan princes) it basically says that Dwarves didn't help the Elves make there halls. I wonder which is wright
