Hmmm... I'd say, write it just for fun if you've the mind to do so. Then, look up the Tolkien estate in a search engine or try to find some better contacts to them and ask their permission to publish. Then, maybe, you could submit the play to a publisher and get it out in real print. It would be a long process, fraught with peril, but it's all I know about these sorts of things.
