Yes, but are they operable wings, or are they vestigial, like that of an emu? I don't know Heren's weight, but the sheer bulk of a balrog would require an extraordinary set of wings for the necessary lift required to reach air speed velocity, even when not holding a coconut beneath the dorsal feathers.
