Sam certainly used the Ring intelligently. Putting it on on the confines of Mordor was a stroke of brilliance. He could hear the Orcs better, and escaped from them.
Then again, Frodo bore it for two years, and still managed to cast it into the Fire at the end. If I was deciding, Frodo would take the prize.
