my vote goes to Frodo. It took courage to stand up at the council of Elrond and volunteer to take the ring into Mordor; all the more so when you consider the events at Weathertop. Gandalf probably did forsee the possible torment that Frodo would have been faced with at the last, but was shrewed enough to realise that he would have help in casting it into the fire and not necessarily from Sam.
