Hmm. Maybe Éomer was not at Edoras when the party from Rivendell arrived? There would have been quite a bit of chaos in Rohan probably, even though the fighting was over. I could see Éomer having to ride hither and yon giving various orders, since I think it unlikely the peacetime government had again been set up at Meduseld. Would he have even known personally they were coming?
