I added in one (very long) sentence:

The new sentence explains why the Valar made the decision they did with regards to the form of the Istari. I don't know how much impact moving this sentence would have on the later material as I haven't reviewed them yet.

I like this addition better. I think it makes more sense to put this here, since it helps to flesh out a very very rough chapter, and indeed provides context and explanation for their decision and solution.
