The only reason that I might have any shot at answering this is because I just finished reading Letters recently and the question rings a bell (and I got lucky using that book's rather deficient index). The closest answer I can find is Letter 52.

My political opinions lean more and more to Anarchy (philosophically understood, meaning abolition of control not whiskered men with bombs) - or to 'unconstitutional' Monarchy.
