He is 'Lord of the Ring' for he is It's maker. Also he is 'Lord of the Rings' for if he has the One Ring, he controls all other Rings of Power (also the Three, also the Seven) and the people who were them. He could see their minds and all that, and eventually he would become the ruler of all.
So he was both 'Lord of the Ring' and 'Lord of the Rings'. greetings, lathspell
