I mentioned this in the Books II forum - Sauron wasn't a Balrog, he was a Maiar of greater power than the Balrogs and was given greater position by Melkor. He was far more cunning and wicked than any of the wantonly destructive Balrogs. Even Gothmog, lord of balrogs, was only seen to engage in hand-to-hand combat or leading packs of evil creatures. He was never shown to have any of the leadership abilities that Sauron did.

After the destruction of Beleriand the remaining Balrog(s) fled and hid, but Sauron continued to dominate the world for two more ages.
