Shagrat is one of them. It's actually a tricky question,
on several levels. I considered counting the Watchers,
but wasn't sure how to classify them, so they're not
counted here. But there are either one, two, or more then
two to add. The more then two (maybes) are the orcs
that shot arrows killing two of Shagrat's lads. But since
they aren't mentioned again, and Sam and Frodo got out
without being shot, I suppose you could reasonably
assume they died after unloosing
the arrows? I've also come across a reference to "two"
survivors, and if you consider the question there
is another individual who presumably fits the criteria.

But if you admit that, then whatever of his own armies he took with him also survived. I always got the impression the main contingent based there had all left, and Minas Morgul was staffed by a smaller garrison.

but I'm thinking of an orc. (Hint: when last
seen he wasn't very happy with his fellow orcs).
Here's the indication of two surviving orcs (from
Wikipedia)
Shagrat was the Uruk in command of the tower of Cirith Ungol, which guarded a pass into Mordor. After the discovery of the unconscious Frodo, he had Frodo put into the highest room of the tower. In a dispute over Frodo's mithril-shirt, most of Shagrat's and Gorbag's Orcs were killed. Shagrat was one of only two Orc survivors. He took the mithril-shirt, as well as Frodo's Elven cloak and Sam's sword, to the Barad-dûr. These were used by the Mouth of Sauron as evidence of
P.S. I think I know the second orc, although if it's the one I'm
thinking of it's a bit of a trick question.
P.P.S. I don't think this reference to two survivors would refer to
Gorbag and Shagrat, since when they were alive Snaga, the
two orcs sent by Shagrat to Sauron, and the orcs firing arrows
at them were also still alive and it's hard to imagine a scenario
where just two of the above could be considered definitively
alive at the same time after fighting for the mthril-shirt.
(Sorry for any confusion here).
P.P.P.S. If there is dispute over the existence/name of this
other orc then Glirdan could be considered the (answrerer ?)
of the question.

So, just to clarify, the clue was:
Immortal shall he stay.
And Ingwë, who was a secondary character, remained in Numenor, Therefor, he, along with all others, shall remain immortal (what I mean is that he is safe from being killed) unless he were to die of grief. I also would have accepted Ossë as he is in the same category as Ingwë. Finarfin would have been acceptable as well...
