I was expecting meat, meat, meat, and cement in this week's paper

Of course there's meat in the paper. It's just spelled "ODDWEN INVESTIGATES NEWSPAPER CORRUPTION". Also, my paper was delivered this morning wrapped around some meat. Though it may just be part of my payment...er, experiment.
